    Telemedicine

    Preamble –

    Telemedicine is a rapidly developing application of clinical medicine where medicalinformation is transferred via telephone, the Internet or other networks for the of consulting, and sometimes remote medical procedures or examinations.

    Aims & Objectives –

    • To provide expert consultation to patients in remote areas.
    • Video conferencing facility for online consultation.
    • To provide continuing medical education for Medical and Para Medical staff.

    Telemedicine in Maharashtra –

    • 7 Sept. 2006 – Pilot Project in collaboration with ISRO started in Maharashtra, Specialist Center KEM Hospital, and Mumbai with 5 Remote centers. (District Hospital Latur, Beed, Nandurbar, Sindhudurg and Sub District Hospital Karad (Dist.Satara)
    • 2007-2008 – Telemedicine Expanded to additional, 20 Districts, 2 Sub-districts and 4 Medical Colleges
    • Feb. 2011- Telemedicine Network Shifted from ISRO Bandwidth to BSNL/MTNL Broadband.
    • Year 2011-2012- Telemedicine Network Expanded to 30 Sub-district/Rural Hospitals.
    • Year 2014-2015 – Telemedicine facility extended to 5 High focus/Tribal districts in SDH/Rural Hospitals – Manchar (Pune),Sangamner
      (A’Nagar),Chikhaldara (Amravati) ,Gokunda (Nanded), DH Nanded.
    • Year 2020-21 – Telemedicine Facility extended to 10 High focus/Tribal Districts in SDH/Rural Hospitals.

    Facilities providing services –

    There is a total of 80 telemedicine center is operationalized. 74 are Spokes (24 District & 50 Sub District/Rural Hospitals) and 6 are HUBs in Medical Colleges.

    Manpower –

    70 out of 80 Facility Managers are appointed and 10 posts are vacant.

    Present Status & Performance (Achievement) –

    Video conferencing and Chat facilities for online consultation.
    Total 1,34,248 patients referred & expert opinions given at District / Sub- district hospital through telemedicine Centre.
    Multi CME conducted till date (on 686 topics) for Doctors & Para- Medical Staff at District / Sub District Hospital, Telemedicine Centre.

    AAM Teleconsultation

    Ayushman Arogya Mandir Teleconsultation program has been started under Ayushman Bharat in year 2019-20. As per Guidelines Issued by central government HUB and Spoke Model are used for AAM Teleconsultation. AMMs Sub-centre, Primary Health Centre, and Urban Primary Health Centres are called Spokes, and the district hospitals are HUBs. The Hubs are started in District Hospital Nanded, Bhandara, Pune, Nashik & Aurangabad. The HUBs are started in 29 districts and 5 districts Hub Implementation work is in process. In Hub 3 Specialist Doctors (Gynaecologist, Physician, and Paediatrician) and 5 MBBS are available. At Spoke end Community Health Officer and Medical Officers can take opinion from HUB end doctors. Patients can talk with Doctors through video conferencing and Chat option. After consultation e-prescription is provided to the patients. The central government shortlisted eSanjeevani application for Teleconsultation. This application is developed by C-DAC Mohali. Till date 8390 SC, 1900 PHC & 732 UPHC has Started Teleconsultation facility. Through AAM Teleconsultation Total 91,87,682patients has been referred.

    eSanjeevani OPD Online Free Health Services

    In State eSanjeevani OPD Online services started in April 2020. Using this Service consultations are given to the patients through video conferencing and chat. Through Teleconsultation patients can communicate with Medical Officers and patients who take treatment for Covid 19 at home they can also take consultation. Medical officers from all district hospitals, Taluka Hospitals, and Rural Hospitals in the state are registered in eSanjeevani opd application. On Fixed days Medical officers give consultation & e-
    prescription to the patients. e-prescription link is provided to patients through the message and patients can download e-prescription using that link.

    Process for use of eSanjeevani OPD online service-

    • Use esanjeevani.mohfw.gov.in link for taking benefit of eSanjeevani OPD service and also take Consultation from Medical Officers.
    • Android Mobile users can take consultation by downloading this application from Google play store.
