    National Tobacco Control Program

    Use of tobacco and tobacco products to a rise several Non-communicable diseases. Such as Blood Pressur, Diabetes, Heart attacks, Mouth Cancer etc. Similarly National Tobacco Control Program is being implemented in 34 districts in the state since 2016-17. As per GATS-1 (Global Adult Tobacco Survey) report in 2009-10, nearly 8 to 9 lakh people in India die due to diseases related to use of tobacco and tobacco products.

    According to survey of NFHS-3 and NFHS-4 (National Family Health Survey), in 2005-06 & 20015-16 respectively, use of tobacco and tobacco products has been decreased. In 2005-2006 use of tobacco and tobacco products was 48.3% and 10.5% in the case of male and female respectively, but in 2015-16 it has come 36.6%.in male and 5.8% in female.

    As per GATS-2 report in 2016-17, 6% male, 1.4% female and aged person 3.8% doing smoke, and 31.7% male, 16.6% female and aged person 24.4% doing smokeless, respectively, of tobacco and tobacco products in State of Maharashtra.

    As per GATS-1 and GATS-2 report in 2009-10 and 2016-17, respectively, 2.8% use of tobacco and tobacco products has been decreased in state of Maharashtra. Similarly, 3.2% in the case of smokeless use of tobacco and tobacco products. Further, use of any tobacco products has been 31.4% as per GATS-1 report in 2009-10, but as per recent report of GATS-2 in 2016-17 such use of tobacco products reduce from 31.4% to 26.6%. (i.e.4.8% less)

    Key objectives of this program

    • To create awareness of COTPA 2003 and side effects of tobacco and tobacco products on health.
    • Strictly and effectively implementation of COTPA 2003.

    Main Provisions under COTPA Act 2003:

    • Section 4: Prohibition of smoking in public places.
    • Section 5: Prohibition of advertisement, sponsorship and promotion of tobacco products.
    • Section 6: Prohibition of sale of tobacco products to minors.
    • Section 7: Restriction of Trade & commerce and production, supply and distribution of tobacco products including pictorial depiction of Health Warning.

    Major Development:

    • Create State Control Committee for Section 5 of COTPA 2003, by issuing Government Resolution dated 01-10-2008.
    • Being implemented Tobacco Control Co-ordinate Committee on all Districts under the District Magistrate, and being quarterly meetings of that committee.
    • Use of tobacco products creates cancer, therefore, Food and Drug Administration Department issued notification on 15-07-2020, according to that tobacco, tasty / aromatic betel nut is prohibited in the state.
    • Government Resolution dated 01-07-2015 issue by The Public Health Department, Government of Maharashtra.
    • Notification dated 03-04-2018 issued by The Public Health Department, Government of Maharashtra, by mass awakening that Tobacco is life threatening diseases.
    • Ban on consuming and spitting of tobacco and tobacco products on public place by issuing Government Resolution No. COVID 2020/F.No.110/Arogya5, Public Health Department, Government of Maharashtra, dated 29-05-2020.
    • For strictly implementation of section 7 of COTPA 2018 (Amended), issued Notification by Public Health Department, Government of Maharashtra, dated 24-09-2020, for restriction on Trade and commerce in, and production, supply and distribution of cigarettes and other products without specific health warning.
    • The National Tobacco Quit-line: 1800-11-2356 is active in all districts of the state.
    • Government Resolution (in all education institute tobacco free school program implementation) dated 10-02-2021 issue by The Public Health Department, Government of Maharashtra.
    • Taluka level Co-ordination Committee for implementation of NTCP and COTPA 2003 by issuing Government Resolution No. 2123/F.No.85/Arogya-5, Public Health Department, Government of Maharashtra, dated 10-07-2023.
    • Government, Semi-government, private offices and its surrounding to be made tobacco-free by issuing Government Resolution No. 2123/F.No.81/Arogya-5, Public Health Department, Government of Maharashtra, dated 10-07-2023.
    • State and districts level committee has been expanded for effective implementation of Tobacco Control Act 2003 and implementing WHO FCTC article 5.3 by issuing Government Resolution No. 2024/F.No.66/Arogya-5, Public Health Department, Government of Maharashtra, dated 03-10-2024.
