    Accredited Social Health Activist (ASHA)

    ASHA (Accredited Social Health Activists) scheme is being implemented in the state since 2007 under the National Health Mission. ASHA is a community volunteer and is working as an important social link in terms of creating awareness, harmony, coordination, promotion, negotiation between the health system, charitable organizations and villagers, other elements of the society. As ASHA is a local resident, it is easily possible for ASHA to create local level harmony. Various national health related programs are being implemented in the state with the help of ASHA which mainly includes Immunization, Pulse Polio, Leprosy and Tuberculosis Control, Arogyavardhini, CO-VID, NCD and other health related programs. With the help of ASHA, efforts are being made to reduce maternal and child mortality in the state and HBNC (Home Based Neonatal Care) and HBYC (Home Based Young Care) programs are being implemented.

    ASHA Selection –
    Rural Area

    • Educational qualification – 8th pass (for tribal area) and 10th pass (for non-tribal area). Highly educated women should be given preference.
    • Usually ASHAs are selected at the rate of 1 in 1000 population.
    • Age – Age of woman 20 to 45 years
    • ASHA should be a permanent local resident of the work area and a married woman.
    • Tribals, widows, marginalized women and those with health related experience should be given preference.
    • A woman fulfilling the above mentioned criteria should submit an application for the post of ASHA to the Village Health Nutrition, Sanitation and Water Supply Committee of her area of ​​operation.
    • Village Health Nutrition, Sanitation and Water Supply Committee should scrutinize the application received for the post of ASHA.
    • The Village Health Nutrition, Sanitation and Water Supply Committee should submit the applications of five women fulfilling the above mentioned criteria to the Gram Sabha in the ratio of one to three.
    • The Gram Sabha should discuss the application and select a woman for the post of ASHA.
    • The proposal of the selected woman should be sent to the Taluka Arogya Adhikari.
    • The Taluka Health Officer will issue the appointment letter to the said woman for the post of ASHA.

    Urban Area

    • Educational Qualification – Minimum 10th pass, highly educated women preferred.
    • Generally 2000 to 2500 population 1 ASHAs are selected.
    • Age – Age of woman 20 to 45 years
    • ASHA should be a permanent local resident of the work area and a married woman.
    • A woman who fulfills the above mentioned criteria for the post of Asha Civil Pvt. After receiving the application form at the Centre, the committee at the civic center level will select the hopefuls on the basis of interview.

    • After that the above mentioned committee will send the list of women selected for the post of ASHA to the Municipal Corporation/Municipality/Cuttack Mandal level committee for validation.

    • After getting the approval of the said committee, the Medical Officer of Health Municipal
      Corporation and Taluka Health Officer will issue the appointment letter to the selected woman as ASHA for the concerned municipality.
    • ASHA Facilitator – In tribal areas there is 1 group promoter for every 10 ASHA s and in non-tribal areas there is approximately one group promoter for every 20 to 25 ASHAs.

    Work-Based Remuneration to ASHAs from Central Government Level –

    ASHA is being paid performance based remuneration on 58 incentives for Rural ASHAs and 38 incentives for Urban ASHAs as approved by the Central Government in the Project Implementation Plan.

    Routine Activities and Incentives for ASHAs from Central Govt. as follows

    • For accurate collection of information and reports and presentation of reports – (Rs.1500/- per month)

    Support to Asha from State Government –

    According to the state government decision dated 26 August 2024, in case of accidental death of Ashas and AFs while performing their duties, Rs. 10.00 lakhs and in case of permanent disability Rs. 5.00 lakhs has been implemented as grant in kind.

    Support to Asha from Central Govt.
    ASHAs and ASHA Facilitators are getting the support provision from Central Govt. as following

    Social Security of ASHAs –

    • Pradhan Mantri Jeevan Jyoti Bima Yojana – National Health Mission (NHM) pays the Rs. 436 annual premium on behalf of the beneficiaries, such as ASHAs (Accredited Social Health Activists). Since 2021, 13 ASHAs have received the benefit of the scheme, meaning they were paid Rs. 2 lakh each due to the natural death of the insured individuals.
    • Pradhan Mantri Suraksha Bima Yojana – (NHM) pays an annual premium of Rs. 20 on behalf of ASHAs to enroll them in the PMSBY. This insurance provides a Rs. 2 lakh coverage in case of accidental death and Rs. 1 Lakhs for partially Handicap. Since 2021, 24 ASHAs have received the benefit of the scheme.
    • Mobile Allowance/Stationary Allowance is provided to ASHAs/AFs on monthly basis
    • Yearly two uniforms provided to ASHAs/AFs
    • HBNC KIT/HBYC KIT/Drug KIT provided to ASHAs/AFs
    • Awards for ASHA at Block District and State level.
    • Study tour for ASHAs who is performing best in the District.
    • ASHA workers who have completed 12th grade or have obtained a graduation degree are eligible for a 5% quota to pursue the ANM course, a provision that has been in place since 2013.
